1st Basic IHL for Military Lawyers Course which was held in October 2018 at the Marine Centre, UPNM involved 26 participation of a Military Lawyers from Asia Pacific.

Organized by CoMIHL and the ICRC, the 1st basic IHL for military lawyers course held on 9-11 October 2018. About 26 participants of the military lawyers from the Asia Pacific area attended this course at the Marine Centre, National Defence University of Malaysia, NDUM. Lieutenant General Dato' Hj Abdul Halim Bin Jalal, the Vice Chancellor, NDUM delivered the opening speech and officiated the course. The event also attended by the top management of NDUM.

This course is designed for, and restricted to military lawyers (not operators) of any rank level who have little familiarity with IHL. The course had introduced military lawyers to the basics of international humanitarian law. Key areas of focus were through lectures and small group activity: role and mandate of the ICRC, introduction to IHL (including weapons) treaty law and customary IHL, definition of international, noninternational armed conflicts and occupation and linkage tothe scope and application of relevant IHL, classification of persons (combatants, noncombatants, civilians, DPH, legal status of organized armed groups, etc), military objectives and civilian objects, protectedpersons and objects, protection of prisoners of war and other detained persons as well as wounded and ship wrecked, means and methods of warfare, key principles in targeting (distinction, proportionality, precautionary measures), detention in international, noninternational armed conflict and occupation, basic law aspects of armed conflict at sea, implementation of IHL (targeting frameworks, rules of engagement, detention), command responsibility and enforcement of IHL, the role of the legal adviser in the planning and execution of military operations.

The objectives of this course are to educate military lawyers (who may have expertise in other areas of military law) so that they acquire a basic understanding of IHL. As the introductory ICRC-CoMIHL course begin to raise the level of expertise and awareness of IHL amongst the region’s military lawyers, with a platform that provides them with a structured pathway or package of IHL related courses that they can pursue to enhance their level of IHL expertise. In the process of doing so also enhance the development of a community among the region’s military legal community and deepen ICRC’s ability to be a regional IHL reference point.

The closing ceremony held on 11 October 2019 by Ms Biljana Milosevic, Head of Regional Delegation, ICRC Kuala Lumpur. Session ended by certificates awarding to all the participants.
