1st Advanced IHL for Military Lawyers Course which was held in 4-6 December 2018 at the Marine Centre, UPNM involved 22 participation of a Military Lawyers from Asia Pacific.

The three days course (4-6 December 2018) on the 1st advanced IHL for military lawyers held at the Marine Centre National Defence University of Malaysia (NDUM). This course is co-organized by the ICRC and CoMIHL. Lt Col Jamal Rodzi Dahari, Director CoMIHL welcomes the participants and introduced the programme to all. The course was officiated by First Admiral Azhari Abdul Aziz (retired), Armed and Forces Security Regional Delegates, ICRC Kuala Lumpur.
This course is designed for, and restricted to, military lawyers (not operators) of any rank level who already possess a basic level of understanding of IHL. The course helped participants to quickly refresh military lawyers on the basics of international humanitarian law. Key areas of deeper examination focus are deeply canvass through lectures and small group activity. The course objectives significantly deepen IHL expertise amongst those military lawyers who possess only a basic understanding of IHL.
The content and issues/areas of debate on: role and mandate of the ICRC, IHL (including weapons)treaty law and customary IHL, legal classification and definition of international, non-international armed conflicts and occupation and linkage to the scope and application of relevant IHL, classification of persons (combatants, non-combatants, civilians, DPH, legal status of organized armed
groups, etc), military objectives and civilian objects, protected persons and objects, protection of prisoners of war and other detained persons as well as wounded and ship wrecked, means and methods of warfare, key principles in targeting (distinction, proportionality, precautionary measures) and targeting challenges including those arising from non-international armed conflict, detention in international, non-international armed conflict and occupation, unique and nuanced aspects of armed conflict at sea, implementation of IHL (targeting frameworks, rules of engagement, detention), inter relationship between IHL and international human rights law, command responsibility, accountability and enforcement of IHL, the role of the legal advisor in the planning and execution of military operations, current IHL issues and challenges.
The closing remarks was delivered by Ms Biljiana Milosevic, Head of Regional Delegation (HORD), International Committee of the Red Cross (ICRC). The closing ceremony ended at 5.00 pm with the certificates awarding by the HORD, ICRC
