COURSE SUMMARY

The Asia-Pacific Region (APR) is characterized by complex maritime and territorial disputes, which have the potential to escalate into armed conflict. Rising tensions have led to an increased risk of violent encounters at sea. Naval forces in the region are increasingly tasked with a wide spectrum of maritime operations, ranging from counter-piracy and resource protection to maritime law enforcement. Given these challenges, there is a critical need for robust knowledge and training in International Humanitarian Law (IHL), or the Law of Armed Conflict (LOAC), specifically tailored to naval operations. Given these challenges, there is a critical need for robust knowledge and training in International Humanitarian Law (IHL), or the Law of Armed Conflict (LOAC), specifically tailored to naval operations. In response to these demands, the Centre for Military and International Humanitarian Law (CoMIHL) is committed to building the capacity of naval forces to operate effectively and lawfully in this complex environment.

CONCEPT

This course aims to provide a comprehensive understanding of the complex legal framework governing targeting decisions in maritime warfare. Participants will develop a deep knowledge of the principles of international humanitarian law (IHL) as applied to naval operations, and the practical skills to apply these principles to real-world scenarios. The course will combine theoretical instruction with practical exercises to ensure participants can effectively integrate legal considerations into operational planning and decision-making.
